Stakeholder Needs Assessment

A key step in the planning process is to identify and prioritize needs, issues, and concerns among key stakeholders including: non-governmental organizations, local health departments, and local environmental health departments.  To that end, the Needs Assessment Team, a workgroup of the CEHTP Planning Consortium was convened to assist in the development and implementation of a needs assessment strategy.  Findings from the needs assessment will be used to inform the strategic plan for Environmental Health Tracking in California as well as to inform outreach/education and training activities.

Purpose of the Needs Assessment

To facilitate the development of a comprehensive plan for a coordinated and integrated Environmental Health Tracking Network in California as well as inform the development of a CEHTP Outreach/Education Strategy and Training Strategy by assessing and prioritizing stakeholder needs.

Needs Assessment Objectives

Identify and describe (within NGOs, Tribal Organizations, and Local Health and Environmental Health Departments in California):

Stakeholders' priority hazards, exposures, and health outcomes for Environmental Health Tracking and related issues/concerns;

How to build stakeholder capacity;

Specific training needs of stakeholders; and

How to communicate Environmental Health Tracking information.

Needs Assessment Timeline

Described the scope of the Needs Assessment and established CEHTP Needs Assessment Workgroup.

May 2003

Draft version of the Needs Assessment surveys.

August

Completed Field-Test surveys and solicited Field Test volunteers.

Sent letters to Local Health Officers and Directors of Environmental Health informing them of the needs assessment

Announced the needs assessment at venues such as the CCLHO Environmental Health Committee meetings and via the CEHTP Newsletter and website.

September

Field tested survey questionnaires and finalized Needs Assessment surveys for Non-Governmental Organizations and Health and Environmental Health Departments.

September

Implement Phase 1 of the Needs Assessment (administer survey questionnaires).

Disseminate needs assessment surveys to Local Directors of Environmental Health via CCDEH and to Local Health Officers via CCLHO.

Disseminate/Market NGO surveys via CEHTP Planning Consortium and other organizations and venues.

September-December

Analyze Phase 1 (surveys) results, and begin developing Phase 2 strategies (focus groups).

February 2004

Draft a report of Phase 1 findings and Phase 2 strategies.

April

Implement Phase 2 of the Needs Assessment (Conduct focus groups).
